The National Association of State Boating Law Administrators (NASBLA) provided project oversight with significant support and guidance from steering committee members.

The project steering committee represents a broad range of users, acknowledging that not everyone using this resource thinks about the topics in the same way. To that understanding, the guide includes multiple, sometimes contradictory, perspectives.

Guide sections may be independently referenced, not requiring a thorough reading or understanding of other sections. Therefore, some references are posted in multiple locations if relevant.

The steering committee understands limits to identify and adequately speak for every audience within its unique parameters. However, it is the hope that this guide provides a starting point to consider real-life circumstances and situations. The Guide may not address unforeseen topics not clearly understood at this time.
